Emerging Leader Council: Operating Procedures

Leadership and Americans for the Arts Staff

  • The chair and vice chair positions of the Emerging Leader Council are elected by the council on an annual basis. While succession of leadership is encouraged, it is not required, and the council is encouraged to be flexible when nominating and voting for officer positions. 
  • Chair and vice chair each serve one-year terms, with each position renewable up to one time. The positions of chair and vice chair are elected by members of the ELC after fall council elections take place. 
    • The chair runs all full ELC meetings, sits as an ex-officio member of all ELC committees, is the primary liaison to the Americans for the Arts staff, and encourages and fosters the ongoing engagement of all ELC members and the network as a whole. 
    • The vice chair assists the chair with all full ELC meetings, participates as another key liaison to the Americans for the Arts staff, assumes the primary leadership position in the absence of the chair, and encourages and fosters the ongoing engagement of all ELC members and the network as a whole. 
  • The position of immediate past chair may be instituted in the case that the immediate past chair of the ELC has time left in his/her council term after s/he has served his/her chairmanship. The position of board liaison may be instituted in the case that a current Emerging Leader Council member also serves on the Americans for the Arts Board of Directors. These positions may be used to provide guidance and leadership to the ELC by members who take on additional responsibility or serve these roles. 
    • The immediate past chair, when applicable, provides guidance and leadership to the ELC and chair, acting as a link to the past activities and actions of the council.
    • The board liaison, when applicable, provides guidance and leadership to the ELC, acting as a link to the Americans for the Arts Board of Directors and an advocate for emerging leader issues on the board. 
  • The council is governed by the guidance of a Governance Committee, composed of the chair, vice chair, immediate past chair, the chair of each committee (or one co-chair), and Americans for the Arts staff. 
  • Americans for the Arts staff members participate in all full-council and individual committee conference calls and in-person meetings to ensure that the ELC is functioning in a manner that benefits and supports the overall mission and goals of Americans for the Arts.
