How does a local painter tackle thousands of square feet making up the facades of two aging bus facilities (both slated for renovation) when required to change his medium in order to create relevant, long lasting public art within a limited budget? The federal government sought "shovel ready" fast-track projects and CATS had one: the North Davidson Bus Operation buildings. The challenge for the artist was to significantly impact two related buildings facing North Davidson Street, a highly traveled roadway adjacent to an interstate highway. The artist selection panel posited this to be an extraordinary opportunity for artist, Jimmy O'Neal, who created large paintings using reflective "mirror" paint. Project scheduling and liability issues prevented the artist from painting the hundreds of new 2' x 17' metal panels that would cover the building facades. Given these constraints and a limited budget, the artist had to adapt and find another way to achieve his vision. His proposed art, titled Wheels on the Bus in 7 Cymatic Sonatas, would be visual translations of sounds recorded by the artist in CATS' buses and bus facilities. Using a cymascope he built, the artist produced visuals based on the key and frequency of each recorded sound. Next he identified a commercial 3M chrome film that could have a new use, mimic the artist's mirror paint, was durable, affordable, maintainable and that the building contractors could fabricate and install on both buildings within the required project schedule. O'Neal digitally manipulated and increased the size of his images to fit the scale of each building facade and he provided vector files to the contractor. A local company, TPM of Greenville, South Carolina produced the art. Familiar with the 3M-chrome film, TPM had the resources to accurately cut, weed, code, pack, deliver and install the art.
