Voters approve gambling laws on a state level, and therefore the state government allocates revenues generated by legalized gambling to a variety of public services. Education and transportation generally receive the bulk of state lottery funds and some money dedicated to education can support arts education in schools. However Arizona, Massachusetts, and South Dakota have gambling policy in place that allows for the arts to benefit from gambling revenues.
