The Steamboat Springs Master Plan for Culture and Livability is a 1991 community plan for civic improvement. The overall goal is to promote the quality of cultural life in Steamboat Springs and Routt County. The objectives include:

  1. Establish strong partnerships and relationships among the Arts Council, local government, businesses, and arts and civic improvement organizations at the local, regional, state and national level.
  2. Maintain and improve quality programming.
  3. Improve existing facilities and equipment.
  4. Develop art in public places for visual and performing arts.
  5. Develop an aggressive and effective arts and cultural education program.
  6. Plan and develop new facilities.

  8. Establish a strong, long-term funding base.
