The final evaluation of the NYSCA Decentralization Pilot Program is a compilation of three years of evaluative information. In 1971 the New York State Legislature enacted a plan to provide $18 million for aid to non-profit cultural organizations to help offset operating deficits and to encourage and extend existing cultural resources for the New York State citizens.
