The final evaluation of the NYSCA Decentralization Pilot Program is a compilation of three years of evaluative information. During this three year period extensive data has been compiled regarding all aspects of the program. Multiple surveys have been administrated. . . at various levels of the decentralization process.... This final evaluation attempts to analyze and assess in a more generalized way the effectiveness of the decentralization process as both a local decision-making mechanism and a provider of funds for cultural enrichment at the community level.

The conference provided arts researchers, administrators, and working artists with an opportunity to evaluate and inform the Endowment's Research agenda and to take stock of the emerging interdisciplinary field of arts research. This report contains the conference proceedings.

In 1971 the New York State Legislature enacted a plan to provide $18 million for aid to non-profit cultural organizations to help offset operating deficits and to encourage and extend existing cultural resources for the New York State citizens. The Director of the Budget created a special Task Force in May 1970 to assist the council on the Arts in developing a plan of operations for administering the grants.
