Published by the OECD. Building on recent international case studies, Culture and Local Development shows how public policies can foster culture as a lever for local economic development in terms of partnerships, tax relief, and other innovative instruments. The book also sets out the implications for national governments in the fields of education and intellectual property rights.

I want to present a few of the problems and satisfactions we experienced in Los Angeles. I want to mention what I call the possible barrier effect of knowledge and experience. Most important, I want to say a word or two about a challenge.

During World War II a group of business women's luncheon clubs in Milwaukee asked fifteen businessmen to meet with them. They reminded them that the Milwaukee Memorial to the Soldiers of World War I was a flagpole in a very small park in a now very sorry neighborhood and suggested that a cultural center would be a more fitting memorial to those who fought in World War II.

Report of the Cultural Plan Steering Committee to the City of Tacoma that presents the city's cultural needs, opportunities and recommendations for the future. The goals of the plan are to enrich awareness and pride in our cultural diversity, to expand Tacoma's cultural endeavors and to use increased cultural activity to improve our quality of life.
