The following resolution (# 050858) was sponsored by Mayor Kay Barnes, Councilmen Jim Rowland and Jim Glover and adopted by the Kansas City, Missouri City Council on July 14, 2005. The resolution directs the City's Planned Industrial Expansion Authority (PIEA) to establish and recommend to the Council an Arts and Cultural tax abatement program for the Crossroads Neighborhood area ( http://www.crossroadscommunityassociation.org/ ). The PIEA is a agency created by state statute to provide economic redevelopment assistance for commercial (including multiple family residential) and industrial redevelopment in the urban core of Kansas City, Missouri. The envisioned program would provide financial assistance to the creative economy by targeting tax abatement (freezing of the property taxes for 10 year at 100%, exclusive of land) for properties occupied by arts and cultural uses (i.e. arts dealers; motion picture & video industries; sound recording; fine arts schools; performing arts companies; independent artist, writers, & performers; museums; historical sites; and other arts and cultural uses will be reviewed by an advisory committee appointed by the Mayor) within the boundaries of the Crossroads Arts and Cultural Neighborhood located in Kansas City's downtown area ( http://downtownkc.org/ ).
