Drawing on his multi-national perspective and his belief that contemporary governments must address cultural planning and support with the same energy and enthusiasm as economic or environmental policies, Lewis makes a strong case that cultural norms are being established by large industrial enterprises. He says that the traditionally defined options for government in regard to the arts are out of date and inadequate.
