The overriding conclusion that emerges from this survey is that government support for the arts is here to stay everywhere in the industrialized world. There has, of course, been a long tradition of state support for the arts on the continent of Europe. What has been the striking development of the postwar years is that state support now appears to be a firmly entrenched component of the political traditions of Great Britain, Ireland, North America and Japan as well. This work kit is designed to help communities conduct a cultural assessment. This work kit focuses on the arts as a component of culture. It is intended to give you a clear picture of what an assessment involves and to suggest how you might conduct one on your own, with or without outside consultants.

Alarmed by the fragile condition of Seattle's fifteen largest arts organizations, Mayor Charles Royer appointed this Task Force, representing the various public and private donor communities, to develop long-term strategies for maintaining a healthy, diversified and high quality cultural life in the greater Seattle area.
