On January 1, the 2018 Tax Cuts & Jobs Act went into effect, a substantial change to the U.S. tax code which has the potential to negatively impact arts and culture nonprofit organizations in a variety of ways. One of the most significant impacts will come in changes related to the thresholds and amounts associated with the charitable tax deduction. This 100-year-old provision was designed to stimulate giving to charities and other organizations serving the public good by providing an opportunity to claim a deduction as a reduction in an individual’s tax burden. While the repercussions of the federal tax code changes are still emerging, and corresponding shifts in state-by-state tax policy may impact your situation, the notes that follow are an introductory primer. How do we speak to people who have never taken part in art education? If someone has not experienced the arts personally or effectively, words may not be able to explain their value. In order to speak constructively with opponents, we must provide an environment that cultivates the sharing of ideas. It just so happens that art exhibitions are the perfect venue for advocacy discussions. Art communicates in unique and non-literal ways, which facilitates an openness that allows people to form their own conclusions. Exhibitions provide opportunities to talk about curricular impacts through the work on display. Audiences can connect artwork with student educational experiences in direct and empathetic ways. And most importantly, exhibitions easily unite advocacy for art programs with advocacy for the most powerful evidence we have: the students themselves.

The arts are on an upward trajectory in many places across the United States. This positive path includes states’ adoption of new arts education standards influenced by the National Core Arts Standards model released in 2014 and the flourishing STEAM movement which has STEM proponents and funders acknowledging the natural—dare we say essential—place the arts have in fostering the skills today’s students need to become tomorrow’s innovators. And, federal funding for the arts is more secure than in recent years.

These were some of the takeaways from the recent State Policy Symposium, States of Change which was produced through a partnership with the Arts Education Partnership, Americans for the Arts, The John F. Kennedy Center for the Performing Arts, and the Education Commission of the States.

It has been 20 years since Americans for the Arts and others worked diligently to ensure that the arts were included as core subjects in the Elementary and Secondary Education Act (ESEA). As we celebrate Arts in Education Week in Chicago, I am reminded of how important the arts’ inclusion in ESEA truly is to not only our schools but to our community partners.

For more than 30 years, Chicago’s arts and culture community filled educational gaps, encouraged youth participation in the arts, and worked with CPS to incorporate the arts where it could given budgetary and instructional time constraints. My arts education for example, came largely from a gifted program offered by two community partners; the Art Institute of Chicago and Lyric Opera of Chicago.

The 2015 Americans for the Arts’ Annual Convention was also my first visit to Chicago. Having arrived early, I heard that the Chicago Architecture Foundation offered outstanding tours. I arranged to join the “Must See Chicago,” tour and was not disappointed. My inner geek enjoyed learning about Daniel Burnham, bundled tube construction, and remembering the contributions to mid-century modern architecture of Mies van der Rohe from art history class. While I spent a considerable amount of time “looking up” at numerous behemoth skyscrapers, I was grounded by a treasure trove of public art. It felt like opening a new box of crayons-truly inspirational. That was only the beginning of my #AFTACON inspiration.

I was thrilled to sit in on the “Vocabulary for Arts and Arts Education” session at Americans for the Arts' Annual Convention this year. All three presenters—Christopher Audain, Kevin Kirkpatrick, and Margy Waller, along with moderator Margie Reese—were all on point for the session and I perhaps overtweeted in my enthusiasm over what they shared.

As I left the session, I started focusing on what Kevin presented on changing the conversation about arts and culture. Arts Midwest recently released the study Creating Connection: Research Findings and Proposed Message Framework to Build Public Will for Arts and Culture, which examined how existing attitudes and values of our audiences connect with our field’s message output. The study suggests reframing arts activity to be “creative expression” will have a more effective connection to broader audiences, and that connecting with others, with their families, and with their inner selves is their largest motivation for participating in arts and culture.

During my ten years at ArtsEd Washington, we saw these rewards when we worked with school principals implementing the Principals Arts Leadership program to help them be effective instructional leaders for the arts. This program confirmed the importance of the principals’ role in the day-to-day provision of arts learning and also illuminated for us how difficult that role is to sustain without the context of a supportive school district publicly committed to the arts.

Public schools are full of turmoil these days. Debate over the shift to the Common Core Standards that has taken place over the last few years is causing tension. Teachers are working overtime to figure out the new standardized tests that have been created by the Partnership for Assessment of Readiness for College and Careers (PARCC) to assess the new standards. People are concerned about the amount of standardized testing occurring in our schools throughout the year. Urban school districts, such as New York and Chicago, are taking bold steps to expand the school day curriculum and once again invest in arts education. After years of budget cuts, and a narrowing of curriculum at public schools across the country, cities are taking action.

Owing largely to mandates of the federal No Child Left Behind Act, school districts of all sizes spent recent years focusing educational goals very narrowly on improving test scores in just two subject areas—English Language and Math. This focus came at the expense of the arts, music, and other subject areas that were not being tested.

Fortunately, the tide may be turning, and arts education may be making comeback.

Even though economics and art are two very distinct fields, I feel that they are best understood in combination with one another. Art inspires me but can't reveal the quantitative foundations of modern life. Economics allows me to understand the underlying influences of the world, but I synthesize and process the things I learn through art.
