Dallas is fast approaching that time as its cultural life grows. A public art program, as proposed in this document, is intended to complement and become a part of the grace and elegance of a mature city. Catalog of the exhibition Projects and Proposals: the New York City's Percent for Art Program, at the City Gallery of the Department of Cultural Affairs (DCA), New York City, January 21, 1988-March 4, 1988.
